采用单一来源采购方式的原因及说明：按照《出版管理条例》《出版物市场管理规定》等有关法规的规定，从事中小学教科书发行业务的单位须取得国家新闻出版行政管理部门批准的中小学教科书发行资质，具有与中小学教科书发行业务相适应的组织机构、发行人员和自有物流配送体系，具有能够保证中小学教科书储存质量要求的、与其经营品种和规模相适应的储运能力，具有相应的中小学教科书储备、调剂、添货、零售及售后服务能力等。目前，浙江省新华书店集团有限公司是唯一一家获得“在浙江省内（含宁波市）开展中学小学教科书发行活动”的出版物经营许可证的单位。
根据浙江省教育厅的要求，浙江省新华书店集团有限公司授权各市、县 (市、区)新华书店负责本区域内中小学教材的征订发行工作。为确保全省教学用书按计划分地区供应,各地新华书店不能跨区征订,不接受外地学校订数,不向任何不具备教科书发行资质的经营单位和个人批发供书。目前，宁波市余姚新华书店有限公司是余姚市内唯一获得浙江省新华书店集团有限公司授权的单位。
